The Hulk versus The Leader (and his giant robot) was the plot of the first comic I ever read and was probably the reason I fell in love with comics. I had to vote for him, even though...man, I love the U-Foes and the Bi-Beast...but yeah, The Leader got my vote.

When it's the raging mindless Hulk, I like the stories where Doc Samson is trying to take him down the most. He's not a bad guy or a villain, but he's definitely a foe of the Hulk.

The most interesting Hulk comics are the ones where other heroes fight him, aren't they? It's funny with Thor - my answer to who should win, when I was a lad, was 'Well, Thor is a god'. Then someone pointed out 'So is Volstagg'...
