All-Star Superman, on the basis that his intelligence is superhuman. Human level intelligence, I'd go with Doom just edging out Reed Richards.

I went Reed as well, who seems to be a match for even All Star Superman; since he's proved himself repeatedly over a longer period of time, I had to pick him.

I think that Michael Holt describing himself as the 3rd smartest person in the world might actually make him the smartest.

I doubt that the 1st and 2nd smartest would refer to themselves as anything but the smartest person in the world.
