I think Dr Evil was only part of the second Captain Action edition, when he stopped changing into other heroes and Ideal tried to make him a big name in and of himself. That's when Action Boy got the new costume with a helmet instead of a beret, and they had an Actionmobile and other accessories.

That advertisement is written the way comics were meant to be written! I like tight, fast paced story. Not the drawn out "writing for the whole issue" that we see today.
I wonder what the "evil, evil things" are that come packed with Dr. Evil?

The details of my life are quite inconsequential... very well, where do I begin? My father was a relentlessly self-improving boulangerie owner from Belgium with low grade narcolepsy and a penchant for buggery. My mother was a fifteen year old French prostitute named Chloe with webbed feet. My father would womanize, he would drink. He would make outrageous claims like he invented the question mark. Sometimes he would accuse chestnuts of being lazy. The sort of general malaise that only the genius possess and the insane lament. My childhood was typical. Summers in Rangoon, luge lessons. In the spring we'd make meat helmets. When I was insolent I was placed in a burlap bag and beaten with reeds- pretty standard really. At the age of twelve I received my first scribe. At the age of fourteen a Zoroastrian named Vilma ritualistically shaved my testicles. There really is nothing like a shorn scrotum... it's breathtaking, I highly suggest you try it.

I know practically nothing about Captain Action. I have seen the second of those comics covers, and I read that he was a boys' doll--er, action figure.
The first cover image of Captain Action pushing Superman aside shows serious chutzpah!
The second...well, my first thought was that the pieta pose and vow of vengeance text looked hugely hackneyed. Then I saw the date. It probably seemed much more fresh back then.
