Galactus isn't tough.
He uses heralds to do his dirty deeds and whines and ignores the consequences of his actions.
That's not a tough guy, it's a punk.
Twister? That's a hardcore mofo who never whines and does it all himself.

Dammit! I didn't look at it that way... Galactus is kind of a bitch, ain't he? Sorta whiney, too. Whenever things don't go his way he throws a big fit, "I'm hungry! Wah!! Find me something to eat... WAHHh! Boohoo."
Now I feel wrong for voting for him.
Can I change my vote to Twister?
