Well, the whole thing is a flimsy excuse to have dinosaurs and people interact, but I'll have a go at defending it (sort of) anyway.

Only one company cloned dinosaurs, in this universe: INGEN. They created an early cloning center, which is where this new film is set. They created a development island for the first Jurassic Park, known as Site B, which we visit in The Lost World, and again in JP3. Finally, they believe they got it all right and open a theme park, Jurassic World, in the original location of the first planned Jurassic Park, on Isla Nublar. It runs for 10 years or so, before greed and hubris leads them to start making hybrid clones, which leads to the downfall of it all. So in the end, from the public perspective, we have one failed park, and then one successful one (Jurassic World). After the latter, no one thinks it's a good idea anymore. This latest film doesn't have new cloning, but rather revisits something we haven't been told of before, which "already existed", in universe.
