Why wouldn’t this be a 2 CD set like most Essential releases?

This is missing a ton of songs.

Sony's Essential series has been revived mainly to push vinyl. They'll be 2LP sets, each with a 1CD companion release (like the one in the first post) which contains as many of the tracks that can fit on one disc.
