Rock Candy used to call each of their releases a Collector's Edition. Now they appear to be switching to everything being called a Deluxe Edition. The deluxeness in this case is remastering and an expanded booklet.

i read that, and i'd imagine that were not many extras from the sessions.
when this first came out it really kind of slid by the wayside un-noticed. most likely because it was so un-chicago like
for those that never heard it, it is not the syrupy ballad prone peter cetera that came later, not in the least bit.

Cetera hasn't only done "syrupy ballads" in his solo career, but those are the songs that were hits for him. There's a lot of great stuff in his solo catalog, although I won't claim that he ever did any edgy rock & roll. Even his breakthrough album, Solitude/Solitaire, wasn't as schmaltzy as people assume, once you get past the two huge hits. I highlighted that album in 2016 as part of my Thirty Year Thursday series, where I wrote: "The rest of the album is mostly upbeat rock/pop with the expected synthetic sheen of the era" and "I realize I’m unlikely to convince anyone, especially stubborn rock fans and people who hate ‘80s pop music, that Peter Cetera’s solo material is worth checking out, but if you ever loved his voice during his Chicago years you’ll find a lot to enjoy in his solo discography, and Solitude/Solitaire is a great place to start."

First thing that came to mind, maybe they are branching out in styles. Other than Living In the Limelight (maybe) nothing on the LP fits in with the heavier rock that Rock Candy specializes in.

Rock Candy has reverted to its usual "Collector's Edition" designation for this release, probably because of the confusion that Renny brought up about what "Deluxe Edition" means if there are no bonus tracks.
Although the CD is already in stock at Amazon USA, Amazon UK now shows it as being released tomorrow (September 14th) and has reduced the price to budget level, just £5.99:

and as a side-bar to all things musical with pre-orders for physical product, PLEASE take it into consideration that I am not the only audiophile who's given money to Gold Legion as a pre-order for a cd, only to have that cd never actually released. and Gold Legion will neither refund the money or return my emails. BUYER BEWARE!
