Seems to stem from the rather fannish notion that the heavy hitters like Batman and Superman and the like would never have time to be in the Justice League (or perhaps it was just simple editorial interference that made their presense difficult), so Aquaman fired them and assmbled a group of total losers who could dedicate all their loser time to the Loser League of America (as well as make Aquaman look good by comparison) and never could figure out why no one liked them. Their loserness was too much for even Aquaman and he sooned abadoned them. Seem to recall Martian Manhunter spending quite a bit of that time MIA, too; so it was catching.
Followed by the Giffen Joke League, which I know was hobbled by editorial interference. It was supposed to be a return to Greatness, with all the Big Guns returning to the team they created. But they couldn't use Superman, because Byrne was rebooting him. They couldn't use Wonder Woman because Perez was rebooting her. They couldn't use The Flash, because Baron was revamping him. Giffen, realizing that he had a joke on his hands did the only sane thing in the situation, made a joke out of them
