Having delusions of grandeur today and thinking about approaching the best artists in the world for my next creator-owned project. Guys like Paul Smith.
People that aren't already working on something.
Who else would you approach?

The correct answer to your question will depend on what the mood of the project is. Is it gritty? Whimsical? Fantastical?
And just because they're not publishing comics doesn't mean they "aren't doing anything," like Marcus pointed out.
I saw a "Hoarders" type show on SyFy a couple years ago that featured Marlo Alquiza. His wife was trying to get him to break his figure collecting and modding habit, and in the course of things, he switched careers from comics inking to storyboarding for TV and films.

I can't get enough Lee Weeks - he'd be great for something urban. I like Pasqual Ferry too, very different style, good for Sci-Fi. Leonardo Manco for a horror vibe, or if you want to shoot for something nostalgic, Dave Gibbons for old school heroics?

Yeah, Steve Skroce made that transition as well. Joe Madureira recently came back to doing a couple projects a year after being in video game design for a few years. You can't blame any of them. Comics pays pretty poorly for the amount of work artists must do to produce them.

Maybe this is just the Watchmen talking, but I like Dave Gibbons for anything that involves a lot of dialogue or drama. I think he's perfect for straight ahead sci-fi as well -- he'd be awesome on a Star Trek or Blade Runner comics. Lee Weeks falls into the same category as John Romita JR or 70s-80s Frank Miller for me -- rough, powerful stuff that works best on street level books, but also on roughneck powerhouses like the Hulk or Wolverine.
