Actually, it looks like a 3rd Doctor cravat. It's probably the lighting that makes the center bit look like a darker shade than his collar.

I was enjoying the previous conversation though and would like to put my two cents in. I agree that not everything has to have a big story arc for me to enjoy it, in fact sometimes it allows for stories that wouldn't easily be told otherwise. I remember reading a dissapointing review that pointed out al of the reasons why having the Brigadier blow up the Selurians in their first episode was a bad idea. It made me slightly sad because I couldn't disagree intelligently with it. How could the Doctor carry out any sort of friendship with the Brigadier after he did that or have any sort of respect? Why would the Doctor who looks for trouble and does what he wants in the most dangerouse situations still work for someone that would do something he disagreed with that much? I couldn't argue with any of that but that scene was alway one of my favorites, because it dealt with a thought and a feeling. I didn't reman sad for long I just decided that's what I like and moved on. I really love a good story arc sometimes but I can love a show that doesn't hamper itself with that just as much.
