The two are not mutually exclusive. In fact the spy genre is basically a fascist wet dream from the get go. Bauer just kind of took it to a new level.

First half of the Alias series was excellent, the second half, not so much. But the Avengers was a pretty awesome project through the years and fairly consistent.
