I don't know if he is the best, but Englehart is my favorite.

Roy Thomas brought a lot to the title, but Steve Englehart made it the "cosmic" and grand scale beyond!!

I've set it up so we can have 3 votes each. I couldn't limit myself to one!!

Stan Lee followed by Roger Stern. The third one was too difficult a choice for me.

It was not easy picking Thomas over Avengers creator Stan Lee, but I did for the following reasons.
When I think of great Avengers stories, none of them were written by Stan Lee. The resurrection of Captain America was a great event, but overall not a great story.
It was Roy Thomas who recognized that Iron Man and Thor should be the anchors of the group and involved on an active basis; he even began sneaking them back in despite being told by Stan Lee to make the Avengers a group for the second-tier heroes.
It was Roy Thomas who gave us the Black Knight, the Lethal Legion, Arkon, the Grim Reaper, the Vision, Ultron, Yellowjacket, the marriage of Hank and Jan, and The Masters of Evil/Jarvis/Ultron/Vision storyline, which I think is the first great multi-issue story arc in the Avengers comic. He would also later give us the epic Kree/Skrull War.
Most of what the other writers above contributed is built on the vision of Roy Thomas.

What I need to do is to go back and read the Avengers during those Giant-Sized issues (# 2-4) by Englehart, circa 1975 to see how they hold up. When I was 12, that stuff had me completely. It was tough coming up with 50ยข an issue, but I saved everything I had, went out searching for returnable pop bottles, etc. just so that I could keep up with those stories.

Avengers #3 is my favorite single-issue story ever and perfectly captures the spirit of Silver Age Marvel, IMO -- so Stan Lee.
I didn't realize we could vote for 3 when I voted, so if I were to vote for two others, it would be Roger Stern and Kurt Busiek.

I had to vote Jim Shooter just to piss off John Byrne.

Mansion Siege is the best Avengers story there ever was or will be. So I vote for Stern, obv.

I went Lee, Stern, and Busiek. I wavered between Englehart and Thomas for the third spot rather than Busiek, and essentially flipped a coin mentally.
