For me, it's Dr. Doom.

He's been done to death - and his hatred of Reed Richards over stuff that happened in college is just a bad motive for supervillainy, IMO.

I could buy Namor hating Reed - he got the girl. But Doom really needs a better villainous motive.

Joker by a long shot. For a while he was showing up everywhere. I love the character but I think he needs a good long rest.

Simon and Ross hit on the first two that popped into my mind. During the whole "Dark Avengers" thing, Norman Osborn was fairly over-exposed as well, as was Lex Luthor during "President Lex".

The Joker. It seems that every writer not only wants to write their Batman story, but also their Joker story. Not a run goes by without including Joker in some way. Love the character, but Batman has a lot of other Rogues that could be explored before going back to the Joker again and again.

Amazing to think that the Joker disappeared for a couple of years at the start of the 70's. The new writers sort of pushed the supervillains out of the picture. It's why it was such a huge deal when Neal Adams finally did HIS Joker.
