One of the key tactics to DC's "New 52" Relaunch was that the characters were sporting "new and improved" costumes re-designed for the modern era... the only problem is that a lot of characters didn't really need an update or the update was just as ugly as what the hero had on previously. Adding techno crap on top of Batman or the Flash's costumes aren't exactly what I'd call an "improvement".
That said, some characters seem to spark some controversy in whether or not they need to be redesigned -- every time someone talks about making Superman relevant again, changing up his costume becomes an issue. Even in the new movie reboot, they've re-designed it in an attempt to be more modern.
Meanwhile, you've got characters who seem to be re-designed over and over and over in the modern era with no "definitive" costume sticking -- Power Girl, Aquaman, Catwoman, Robin, etc.
So who really needs the re-designs and who should be left alone? Let's extend this to Marvel heroes as well.

I would say none. Instead of new costumes they should concentrate on compelling stories and great art.

The DC characters would benefit stylistically from getting their trunks back. The current designs look overthought from the waist up and unfinished from the waist down. But I agree with John: Junkie Luv wrote: Instead of new costumes they should concentrate on compelling stories and great art.

Obviously, IMO... Hah hah. Well I don't think the reboot was neccessarily a good idea and I'm only reading one of those books you posted anyway. None of those characters needed a redesign- they just needed to concentrate on good stories and art. And instead we got all that crap.

Redesign:
Adam Strange. Less bulky, please
Legion of Super-Heroes. Bring sexy back; the Reagan 80s are over.
Black Canary. I've always thought that Black Canary should have black hair and Dinah Lance should sport blonde. A wig just doesn't make sense for a superhero either.
Wonder Man. A return to his original red and greens with the red visor would work for me
Falcon. Please return him to his original costume. It is flawless.
Kid Flash. Stop adding goggles and white and other shit to what is one of the top ten superhero costumes ever.
Thor. Lose the sleeves and beard.
Green Arrow. I don't know what to do, but Marvel's Hawkeye has kicked his ass since 1980.
Re-imagining:
Marvel's Captain Marvel. The cosmic superhero thing is just not working.
Martian Manhunter. Lose most of his powers and make him visually interesting. (This may have already happened. I haven't read the new Authority yet.)

I think the all-black Super suit should be used, with a white 'S' and no cape: similar to the 'reborn' Supes drawn by Dan Jurgens. But that's just me.

Woof, I think it's an absolute eye-sore. I think the best attempt at a redesign is the "Justice Lords" version from TAS --  But, and maybe it's just nostalgia, I think the old one is fine. The least of Supey's problems is his suit.
