I think in most cases it's based 100% on the quality (or lack, thereof) of his work. He's a really bad artist who continues to get work on a regular basis, which is just sort of mind-boggling. In some cases it's probably also his lack of follow through on projects, either announcing them and then never doing them, or starting them but never producing more than a couple of issues. He's gotten more consistent with his work-for-hire jobs, but that's about it.

I don't hate Liefeld at all - he's probably a great guy. His artwork doesn't appeal to me at all. He, Jim Lee and Todd McFarlane artwork came to prominence during a period in which I think mainstream comics were the worst than they'd ever been, before or since. To me, they kind of epitomize that era, so I'll probably always have a knee-jerk negative reaction to their artwork, and those with similar styles.

Liefeld also comes off as an arrogant jerk in interviews. He came off as awfully homophobic in reacting to one of his Marvel creations, Shatterstar, being revealed as a homosexual. ("Shatterstar is a warrior, and not a gay one.")
Alan Moore reinvented Liefeld's entire superhero universe back in the 90s, and in a recent interview Liefeld completely diminished Moore's contribution, all but calling Moore a hack.
Also, he swipes artwork from other people, really blatantly. Like not just a panel here or a panel there (although that does happen), but he'll just steal entire double-page spreads from other artists, without crediting them.
