I would take DC's top tier. But Marvel has more depth.

The FF have a deep bench of quality villains and so does Batman. All the rest? not so much. I'd call it a wash. Each company has good starters and each really over uses their best villains way too much and don't really create many good ones any more.

In everyday talk I've heard the phrase "He's his Lex Luthor", meaning that the subject is the object's arch enemy I've NEVER heard "He's his Doctor Doom". DC wins the non-comics fan bowl.
