They might be talking, or they might simply be very happy and smiling. It is very common for manga/anime artists to exaggerate the size of facial features such as eyes and open mouths.

Azumanga Daioh was originally a manga series that was primarily four-panel comics, and was later made into a 26-episode anime series. The story follows the high school life of seven girls and a few of their teachers. Primarily comedy and slice of life.

Sounds kind of Archie-ish. Or maybe "Saved by the Bell."

Seems like there are quite a few manga featuring schoolkids. And they can be pretty much any genre--romance, sci-fi, fantasy, snuff film, etc.
