This looks to be nothing more than an incomplete port of the previously released Going To California video, and with era-inappropriate cover art to boot.

Amazon is also showing a DVD listing, albeit "discontinued" even though it's not scheduled for release until the 15th.

Phantom Sound & Vision are normally boots and not very dependable releases either. I ordered a title from them on amazon, Supertramp Live In Munich, which amazon finally canceled today because they couldn't get it.
