The song's title is the time at which the song is set: 25 or 26 minutes before 4 a.m., phrased as, "twenty-five or [twenty-]six [minutes] to four [o’clock]," (i.e. 03:35 or 03:34). Because of the unique phrasing of the song's title, "25 or 6 to 4" has been interpreted to mean everything from a quantity of illicit drugs to the name of a famous person in code.
I'll admit I never could figure out what the heck the song (lyrics) were about. It may well be about an acid trip:

I read the same thing that Robert Lamm, the writer said about the song, which Linda cited above.
This isn’t the first time it’s been used for a commercial or movie (I know it was in The Flash).
At least they didn’t use the abysmal 1986 remake, which was truly an abomination.
Not fun fact: Peter Cetera was in agony recording the song, because he had been attacked at a Dodgers game and he still had his jaw wired together when he did the vocal.
