I didn't like that song at first, from my vinyl copy of Taking Liberties, but when Ryko released the expanded version of Armed Forces, and it was back in its rightful place in the running order, it kind of grew on me.

"Mr Kite" is in there ... "Tears Of A Clown" ...

The Idle Race's "On With The Show" might qualify, but that just ends with circus music, it's not the bed of the whole song.

Sebrina, Paste & Plato by Jellyfish has a circusy feel to it.

A couple more Elvis tunes that sit between oompah band and circus music:

The whole "Circus" album by Argent-a concept album about a circus and the circus workers like "The Jester"! Also, there's King Crimson's "Lizard" album with the demented song "Circus".
I also don't get the whole Elvis Costello thing-he has a song called "Sunday's Best" and...

"Broken Arrow" by Buffalo Springfield has a circus riff between a couple verses.

"Grand Illusion" by Styx has a certain sideshow hawker inspiration, if not actual circus music.

"Welcome Back My Friends to the Show that Never Ends" (or whatever the actual title is) by ELP.

"Wild Billy's Circus Song" by Bruce Springsteen.
