If they keep the vibe of the current Black Widow series, it should be alright. Might make a better TV series than a movie, though.

The purpose is in the two pages above. The comics Widow seems to have turned into the movie one.
Hopefully we'll get more of Widow's real personality in the Cap movie. So far, the only scene we've seen with her not playing someone, putting a wall up or kicking someone's ass is her being shellshocked after meeting The Hulk for the first time.

Marvel Studios President Says Black Widow Would Be Fun Standalone FranchiseQuote: Fans have spoken in numerous polls, op/eds, and blog posts: they want a Black Widow movie. As much as Marvel Studios has done to bring the superhero universe to the big screen in an exciting way, they still haven't given a female character the title role. Yes, Captain Marvel is on the way, but what about Natasha Romanov?
"I would say certainly the one creatively and emotionally that we are most committing to doing is Black Widow," Marvel Studios president Kevin Feige told Deadline when asked about the cinematic future of her, Hawkeye, Falcon, and War Machine. He cautioned that a solo film for her is not part of the next nine-movie, through-2019 plan, but it could happen.
"We think she's an amazing character," he said. "We think Scarlett Johansson's portrayal of her is amazing. She's a lead Avenger and has amazing stories in her own right to tell that we think would be fun to turn into a standalone franchise."
It's certainly an encouraging sign, but as he said, they have "a lot to do before then" with the 3.5-year 9-film slate they have planned. Still, it does sound like Marvel Studios is taking note everytime someone speaks up about their desire for more Black Widow.

Marvel could make up for their fiasco with the Ancient One casting in Dr. Strange by having George Takei play Black Widow.

Sources say this is still very early development, as the film has no greenlight, but naming a writer is the closest the studio has come to moving forward on a standalone pic. Marvel President Kevin Feige met with several candidates before tapping Schaeffer, and Marvel execs met with Johansson to discuss what they wanted from a “Black Widow” writer.
Schaeffer is an up and coming scribe who broke out with her Black List script “The Shower,” a comedy about an alien invasion during a baby shower which caught the eye of Anne Hathaway, who quickly attached herself to star in the pic.
Hathaway was so impressed with her work that she soon tapped Schaeffer to write “Nasty Women,” a new female-centric take on “Dirty Rotten Scoundrels” that also stars Hathaway.
Marvel had no comment.
Fans of the character have been pushing for her to get own movie since she first appeared in “Iron Man 2” and with the latest phase of Marvel films coming to a close, Marvel saw this as the best time to move forward with the project.
Johansson has appeared as the character in six films, the next one being this summer’s “Avengers: Infinity War.”

Probably should have gotten this one before Wonder Woman. Widow seemed like she was popular enough to support it. I'd give her top billing of course, but it would be a good place to guest-star Hawkeye, too, especially given the history and relative power-levels of the two characters.

Assuming entrenched Hollywood sexism isn't to blame, I just figured ScarJo didn't want to make a solo movie. She's already the second-highest paid Avenger (I think), and might not event want to commit to a movie that promises 5x the work for the same paycheck.

Yeah, possibly. Given the profile of the character and her stance on having more female-led movies it's always seemed inevitable (to me) that this would be something she'd want to do.
