I like it a lot. My only nitpick would be that the chest wings seem to move his background from the Army to the Air Force. But graphically, it looks pretty great.

I dig the Cap design — looks better to me than the movie versions — I would perhaps give it a tweak here and there, though.

I have a friend who's a Cap nut. I'm guessing he'd love it.

Edit: on second thought, I'd leave it as it is. The wings on the side of the star, in particular, are a stroke of genius.

That pretty much sums up the entire site for me. Interesting stuff for a one-off elseworlds back-up story by some indie creator, but nothing that I'd like to see on a monthly basis.

Also, I think there are things that work really well in an illustration or cartoon that don't work as well in real-life -- and vice versa.

In a drawing, I tend to like costumes that are simplified and stripped down -- however, those kinds of things can look odd on film depending on the character, so I give them a bit more leeway if it seems like they're trying to get the fundamental design in there.

As an example, the classic red and gold Iron Man armor looks cool when Bob Layton or whoever draws it -- but I think it would a massive challenge to make it work in live-action and the audience would probably find it to not feel as "robotic" as you'd expect Iron Man's suit to be, considering the origin. I think they got it right.

I think one of the problems is that they center so much on well-designed, popular characters -- there are plenty of heroes who have terrible costumes and could use a solid redesign.

I emailed suggestions for the AzBats Batman, Bane, and the four Supermen from "Reign of the Supermen" -- but I imagine it was ignored.
