I'm thinking it's a combo of the 2 recent comps on Epic/Legacy-All Over The World and Ticket To The Moon (I think that's what they were called).

The content of those 2 CD's make for a perfect split of the two halves of ELO's output. They should've closed the first CD with a sound clip of string instruments being put back into their cases.
The first CD progressively favors the later albums in the first run, which is why I'm guessing Fire on High didn't make the cut. Wild West Hero is a lesser song... they probably wanted a large representation of the Out of the Blue double album.

"Wild West Hero" was a Top 10 single in the UK, so its inclusion makes sense. So was "Diary of Horace Wimp."
