We need to band together as a small group of freedom fighter in a battle against this...man...or machine. It's hard to tell the two apart anymore.
The up side is that we get cool looking spaceships to fly around in and fight him. The down side is that there's a good chance he'll digitize us all before we can stop him.

Nearly 30 years ago Steve Martin starred in "Dead Men Don't Wear Plaid," a parody of film noir pictures where his character was inserted into actual scenes with the likes of James Cagney, Veronica Lake, etc. It would be very easy to do more of this. I'm not sure what the point would be, though. The gag's already been done once, and that was probably enough.
Is this article is talking about creating some kind of CGI simulacra of deceased stars? THAT would be creepy! But yes, they'd probably be about as lifelike as most characters in the "Star Wars" prequels and most other recent blockbusters.

As far as "buying" the dead stars, there are licensing agencies that specialize in licensing the likenesses of deceased stars whose names and likenesses still have commercial value. I suppose it would be possible to make a deal with these rights holders to use the likenesses of the old stars for CGI projects. If I had a dead relative who had a valuable likeness I think I'd be far too creeped out by the idea, but a lot of the rights holders probably wouldn't feel that way.
