Baltar by himself is nuttin'. Baltar in command of several Cylon basestars is... well, a bit more than nuttin'. If you're planet-bound, he can smoke your @$$ with long-range weapons unless you hide. Which is a perfectly viable strategy, but it's hard to call that "winning". The only characters who have any ability to retaliate against a basestar are Gold Cylon and Starbuck. (Steve Austin? Yeah right - he'll just crash again.) Gold Cylons are OK, but Starbuck is... well, Starbuck. He (or she?) can kick their butts. In later years Dirk Benedict seems to have shown himself to be a misogynistic putz, but as a 70's icon, hey, he was cool. So I'm voting for Starbuck as the one character who could singlehandedly defeat one or more Cyolon basestars.
Thinking of the original "Battle of the Network Stars", I remember two actors in particular who could run circles around most of the competition. They were: Patrick Duffy, as the "Man from Atlantis", and later, Gil Gerard as Buck Rogers.
For Patrick Duffy, I remember an obstacle course challenge with a rope net climb. Everyone else was climbing up the thing one or two steps at a time, but he just leaped up to cover at least half the distance in one jump, and scrambled the remaining distance in almost no time, skipping three or four rungs with each step or handhold. I remember thinking they should have gotten him to play Spider-Man. Seriously - the dude could climb a net or web like no one else.
Gil Gerard (several years later) doesn't have a singular defining moment in my memory the way Duffy does on the rope net challenge, but he still tended to dominate any event he participated in. I remember opposing teams chanting "Buck Rooo-gers, Buck Rooo-gers" over and over in a mocking tone in an attempt to demoralize him, but Gil just ignored them and went on to win most events he participated in. Buck Rogers may have been a less-than-stellar vehicle for him to star in, but Gil Gerard is still aces in my book. Put him on Survivor, and he'd give Tom Westman or Terry Dietz a run for their money. Or Colby, from way back before Tom showed that alpha males could actually win. (A feat not yet repeated.)
Anyway... in terms of characters, I side with Starbuck. In terms of actors... I guess I side with Gil Gerard. Unless his opponent is Patrick Duffy, in which case all bets are off.

My favourite "Battle of the Network Stars" memory is when they played "Simon Says" and Lou Ferrigno knocked the battery off of Robert Conrad's shoulder.
