Did a little research online, but mostly found references to transferring music files to new library.
As my music on my iPod was all from my CD collection, I would transfer my music files to my computer, sync it to my iPod, and delete the files. So there are no music files, just a library of songs that I want to continue to maintain on new PC with old iPod.
Is it possible to transfer my old playlist, or does iTunes only allow me to transfer actual music files to new playlist?

When I've moved to new computers, I just migrated all my files over and my iTumes library always came through intact (with songs and playlists). But this was on Macs and not a PC.

As I recall, all that stuff (library, playlists) are stored as XML files in the iTunes directory. As long as those are transferred I think you should be OK.

Yeah - I think there's an export as XML/import function, but to be honest, I've never really dug into it.
