In the comic: Mandarin. In the movies: Whiplash. It's kinda all we've got as far as the movie villains....
There's an excellent miniseries called "Iron man: Enter, The Mandarin" which takes place early in the regular continuity as they retell their first meeting. Great, fun artwork and a cool story. I'm waiting for it to come out digitally.

The character in IM2 was really Crimson Dynamo (same last name, wore a suit of armor in the final battle scene), not Whiplash. It was really more of a nod to Whiplash or an amalgam of CD and Whiplash since the franchise will probably never use the actual Whiplash character.

Also, no Crimson, of course. And the design perhaps more closely resembles the Titanium Man.
