I'm not talking necessarily about the worst movie you've ever seen, although for some people that will necessarily BE the dumbest movie. And I don't mean movies where the filmmakers INTEND that certain characters are dumb. (Classic example---Dumb and Dumber.) I'm talking about movies where you can feel your IQ lowering every second you watch it.
Recent example for me was what little I saw of the Syfy original movie Triassic Attack. Simply a rip-off of Jurassic Park? Nope. Instead of people running from dinosaurs, they are running around from re-animated dinosaur fossilized SKELETONS. I am not making this up.
Any other nominees?

This thread is about dumb movies in general, not one movie in particular, but I learned something about the dumb movie that inspired this thread that made my jaw drop.
It was directed by Colin Ferguson, the star of Syfy's Eureka. Good thing he's keeping his day job.

I heard about that. This is the movie where there is a gas called "breathe air"? In fairness to the filmmakers, I think this movie was dumb because it faithfully followed L. Ron Hubbard's plot, which is what most Scientologists of his fans wanted.
P.S. I checked Wikipedia, and Hubbard indeed called this gas "Breathe gas." Seriously? This book was PUBLISHED? Sounds to me like there's fan fiction out there which is a LOT more plausible.

I have seen Triassic Attack. No better or worse than most SyFy originals. I think these low budget movies are an art form. Eventually one will surprise me and be pretty good.

Well, yeah. Scientology is practically bad religious/sci-fi fan fic. If there were an authority selecting worthy religions for publishing, Hubbard would've been relegated to LiveJournal entries.
There is a strong case for Battlefield Earth to be the stupidest movie ever. It's not merely stupid, but a terrible, terrible movie by any standard. It's the complete package.
I tend to grade these thing on a curve, so thing like the Sci-Fi channel original oeuvre wouldn't qualify. They may be dumb, yeah, but that's practically all of their charm.
Moving on, I'd say the two Burton Batman movies are profoundly stupid movies, either could easily get my vote. Another movie that was truly offensive in every single aspect was the Antonio Banderas/Lucy Lui "thriller" Ballistic: Ecks vs Sever. That movie flies in the face of everything that has ever been devised in a hundred years of cinema.
But my vote goes to Jon Amiel's The Core. I hope Brotoro never watches it.
