Looks like a spatter technique. You mask off the areas around it with something, usually some kind of art goo, then load up a toothbrush with ink and flick at it with your thumb to get a fine spray of random tiny dots to shade an area. Rubenstein has all those weapons in his art-arsenal.

Austin probably used a zip-a-tone paste up on the original. That's a sheet of acetone with a pre-printed pattern on it that you cut to size and stick to the art board.
