It is really tough, particularly pinning down exactly what constitutes a "frontman".
Defining it as the main "face" and lead singer for a bane made up of more or less equal parts is I guess a good way.
IN that case, Roth is a very good choice, because Van Halen was that type of band, and what he particularly brought to the table was overwhelming in the overall perception and success of the band. While I personally liked the band better with Hagar (who was ten times the musician and singer that Roth will ever be), Diamond Dave was a better front man.
After him I would have to say Roger Daltry from the who, based solely on having the most powerful and distinctive voice (IMHO) in rock and roll history, and having a really powerful image that he presented (despite being so itty bitty. He is only like 5'5" or something).
Someone like Bowie (or to a lesser extent Springsteen) wasn't really the front man for a band. He was a star with some musicians that played with him (where Springsteen was in fact part of a full fledged, complete BAND, there was never any doubt that it was all about HIM and his writing, and how he wanted the music to sound. There is a reason he is called The BOSS).

It's a toss up between Phil Anselmo, Bruce Dickinson, & Rob Halford for me. Phil & Pantera couldn't be topped when they were together, and Maiden & Priest were not the same without Dickinson & Halford.

Brutal Poll.
Plant vs. Bono vs. Mick.
Jimi was a solo act, even when he was in a band. And he can keep his title of greatest guitarist since Robert Johnson met Satan at the Crossroads.
The Stones were never my band. MY band was Led Zeppelin, and then U2. Followed by Pearl Jam, and NIN/Rage Against the Machine.
So, Plant vs. Bono.
I pick Plant. He isnt a pretentious 'Force For GOOD' like Bono is.

Paul McCartney is the most talented, IMHO.  I think he's the best songwriter and overall performer. Robert Plant has the best voice, though.

I consider the frontman to not neccessarily mean "Singer only" but the "star" of the band.
If Jimi Hendrix isn't the frontman to the Jimi Hendrix Experience, who is?
And since Jimi, Paul and whoever does vocals as well, it seems to me that they are frontmen.
