My choice isn't the best. But it's my favorite. For Your Eyes Only. For the fight through the countryside on skis alone. And there is so much more to that movie. I can remember watching it as a kid and just loved it. Absolutely silly, goofy James Bond fun.

Live & Let Die - One of the best theme songs, Roger Moore before he became too camp, a young & VERY hot Jane Seymour, and those oh-so-badass boat chases.
Yaphet Kotto was pretty cool as the bad guy, too, Plus you had the 7-Up "cola nuts" guy as a Voodoo priest.

Hard to argue with Hanzo. Near perfect Bond movie. But, "my" Bond growing up was Roger Moore, so his films are up there for me, with For Your Eyes Only probably being the best. I remember watching that one on HBO again and again.

My favorite is Goldeneye. Tough bad guys, funny, great action scenes-Bond driving a tank, Bond bungee jumping, cool car , M is a badass woman,, rosnan makes a tough but suave Bond, funny puns, silly but awesome gadgets, Russians/Cold War backdrop and Bond adjusting to post cold war life, friend's betrayal, modern pacing, not too silly or over the top, complex but understandable story, did well and saved the franchise, a great video game was based on it
and it two hot Bond women, including one that can crush you to death with her thighs! "No, no, no, no more foreplay."

Since someone has already picked Goldfinger, I'll put a word in for the often overlooked "On Her Majesty's Secret Service".
All things considered Lazenby did pretty well, particularly with the action stuff, and I always get a laugh when Bond is disguised as the less than macho Sir Hilary Bray. (Even if he was dubbed by the "real" Bray, George Baker in those scenes.) Lazenby's final scene is genuinely moving.
The film sticks closely to the novel and is a welcome return to basics after the over the top (though undeniably enjoyable) You Only Live Twice.
There's some great skiing sequences, Savalas was one of the best Blofeld's and Diana Rigg was a Bond Girl who for once was so much more than wallpaper.
As don't forget the great theme tune and that wonderful Louis Armstrong song.

Casino Royale. The opening chase is the best ever in a Bond film (and one of the best in any film, period), Bond not only looks like he COULD kick your ass, he looks like he happily WOULD, and Eva Green is smoking hot.

Casino Royale. It's awesome in every way and on every level. Craig is a great Bond. And the story is simple -- not too many elements to keep up with. His mission is short and clearly defined, and he gets to use all of the aspects of the Bond character -- toughness, suaveness, lady luck, etc.

Perhaps we should also allow a best Bond movie for each actor who portrayed him--
Connery- Goldfinger
Moore- The Spy Who Loved Me
Tim Dalton- Living Daylights
Brosnan- Goldeneye
No need for the other two, for they've only done one movie each (altho those are two of the best).

Like the Beatles albums, I can rank 'em if I have to, but I prefer to think of 'em all as "equally fab", but here's a run-down of the best of Bond from each decade:
1960's
Goldfinger - Sean Connery at his absolute best! Gert Frobe's Auric Goldfinger has one of the more ingenious plans, and delivers probably THE best villain line of the entire Bond series. Great women in this one, including best named Bond girl EVER! Great gadgets, phenomenal sets, a kick-ass opening theme, what is not to love about this movie? WANna know how much I like it? Bond slams The Beatles in it, and it's STILL my favourite Bond film!
1970's
The Spy Who Loved Me - From the ridulously cool opening ski-jump scene (with yet another killer opening song) to one of the most beautiful Bond girls ever (the delectable Barbara Bach). More great gadgets (including the awesome Lotus Esprit auto/sub!) and some more of Ken Adams spectacular set designs and, oh yeah! Richard Keil's Jaws makes his debut! (Okay, by the next movie he was a stupid, silly character, but in this one he is a totally cool, menacing Bond villain!)
1980's
For Your Eyes Only - Anybody who thinks of Roger Moore's Bond as a "cream-puff" need only watch this film. This is Moore at his bad-ass best! Less reliance on gadgets and more reliance on Bond's cold ruthlessness and killer instincts makes for some truly tense scenes (the mountain-climbing scene alone is worth the price of admission!). This one is far and away my favourite Moore Bond film!
1990's
Tomorrow Never Dies - My favorite of the Brosnan Bond films, this one has all the elements I like in a Bond film - Exciting opening sequence, killer title song, beautiful women (Teri Hatcher? Michelle Yeoh? Yes, please!  ), thrilling action sequences, a kick-ass car (this time a remote-control BMW - ya gotta see it to believe it!), and great villains (okay, Jonathan Pryce is more comical than threatening, but Gotz Otto's Mr. Stamper and the late, great Vincent Schiavelli's Dr. Kaufman are more than enough to make up for it).
2000's
Casino Royale - This isn't just a great Bond movie, it's a great movie, period! Taking us back to Bond's beginings we see how 007 became 007. Daniel Craig slips into Bond's shoes like he was born to play the part and brings a ruthlessness to the character that really hasn't ever been seen before. By the end of the movie we're primed for a return of some of the more familiar elements of the series, but with a much rawer, edgier Bond to play them against. Easily the best Bond debut ever.

Goldfinger fit the book well. Blofeld was a good archenemy to Bond, there was a good ratio of action, suspense and mystery, with just enough sex appeal to keep it totally bond.
Still my favorite, even though I really liked On Her Majesty's Secret Service and the new Casino Royale.
