Other - Nick Nack (Hervé Villechaize) from The Man With The Golden Gun . He added so much to that film, and was genuinely threatening and enigmatic (IMO).

The ultimate lackey - Dracula's Renfield gets my choice. Slavishly devoted to his master's will, but not really a threat. Darth Vader is great, but in ANH, he didn't really feel like a henchman to me, even if Tarkin was holding his leash. Special mention to the Burton's Batman Bob. He knew he was dealing with a snake.
