I don't much remember Thomas Jr. other than I seem to recall that Deadman was running around inside his body.

So the story goes, the Waynes had a kid before Bruce and his baby carriage was hit by a car causing brain damage. So he was sent to an asylum and before Bruce was old enough to find out about his brother, his parents died. Years later he escapes and kills people with boomerang, but was manipulated to do so. Deadman knowing that this guy is crazy, thinks it would be ok to take over his body and out it to better use.

In a follow up issue, Batman asks Deadman to stop and his brother, for some inexplicable reason, saves his life at the expense of his own. Perhaps sensing Batman was family

It was actually revisited in the Modern Age. I will put it in a spoiler box since it was a twist in the story itself.

Scott Snyder and Greg Capullo revisited the idea of Thomas Wayne Jr. in their Batman run that kicked off the New 52. The character, who may or may not actually have been Thomas Wayne Jr. also appeared as the ultimate mastermind in the weekly yearlong series Batman Eternal.
